We went to etsy.com and had a designer do something that was special for us. Then, we found Made To Order Stamp And Seal online. They took our image and made it into a fantastic embosser for our wedding invitations! I was VERY impressed with their service. The whole thing -- designer and custom tabletop embosser -- came to about $150 -- but you can get them for WAY less on that site if you use a pre-made template and add your intials.

Try Etsy.com in the supplies category or paper goods. The site is so full of wonderful artists, most of whom do custom orders. I bet you can find someone to create what you want.

I used A Gracious Plenty - they had the best pricing for the PSA Essentials embosser I was looking for. Great service too. No idea if they can handle a completely customized embosser though.
